Mexican lawyer, judge and politician who served as the Secretary of Foreign Affairs in Mexico from 1913 to 1914. In 1893 he worked in the editorial office of the newspaper "El Democrático", together with the Flores Magón brothers. He was a lawyer in Ensenada, judge in Córdoba, deputy federal deputy and member of the organizing committee of the Democratic Party. As deputy proprietor to the XXVI Legislature, together with Nemesio García Naranjo, Francisco Olaguíbel and José María Lozano he was part of the so-called "quadrilateral", distinguished by the virulence of his attacks on the Maderista government. Also, together with César Castellanos (father of the writer Rosario Castellanos), Rómulo Farrera, Adolfo E. Grajales, Jesús Martínez Rojas (founder of the clique "La Mano Negra" san-cristobalense) and Manuel Rovelo Argüello, he was a member of the Chiapaneca division in the XXVI Federal Legislature, and author of the bill to nationalize oil and its derivatives. In 1911, replacing Manuel Rovelo Argüello, he was appointed interim governor of his native state but did not occupy the post. He served as undersecretary and, later, as head of the Ministry of Foreign Affairs in the coup government of Victoriano Huerta. Then he headed the Ministry of Development. At the fall of the dictatorship, he was forced into exile in the United States of America and, later, in Cuba. He returned to Mexico and worked as a defence lawyer in thecourts of the Belén prison.
