Chilean doctor, businessman and radical politician. He studied at the Liceo de La Serena and then entered the University of Chile, where he graduated in Medicine and surgery (1918). He made later courses of Social Medicine at the University of the Sorbonne in Paris, France. He practiced in hospitals in Vallenar, Freirina and El Salvador. It was Vallenar medical doctor, exercised Public Assistance in Santiago. Director of the Hospital San Luis de Santiago (1934-1941). He also practiced teaching, being professor in the schools of Social Service and Nursing at the University of Chile. In his capacity as a doctor, he attended several international conferences such as the Congress of Technical Sanitary of Milan, where he was Rapporteur (1930). He represented Chile at the International Hospital Congress of Vienna (1931) and attended as head of the Chilean delegation to the International Labour Conference held in Geneva (1947). He chaired the Chilean delegation to the World Labour Conference in Switzerland (1952). He also served as director of Radio Mining. It was also linked to the mining sector, being president of the Society of Mining Abastecedora and founder of the Mining Company "Merceditas". In 1941 he was elected Senator for the 2nd provincial grouping of Atacama and Coquimbo (1941-1949), integrating the standing committee of Mining and Industrial Development, in addition to the Foreign Affairs and Trade. He re-elected as Senator for the same provinces (1949-1957), it was part of the government commission and Hygiene, Health and Social Welfare. Elected again as Senator of Atacama and Coquimbo (1957-1965) formed the Permanent Commission of Public Health. Member of the Radical Party Parliamentary Committee (1959-1960). He was Vice President of the Senate (1961-1962). He died in Santiago on 16 July 1972. Link to Wikipedia biography (Spanish)
